The Dongfeng-21 (DF-21) missile is based on the submarine-launched ballistic missile JL (Julang)-1. In accordance with the Chinese concept of "strategic missile guerrilla warfare", research began in August 1978 to convert the JL-1 into a land-based mobile ballistic missile, which was named "Julang Landing". The land-based DF-21 missile successfully conducted a test launch in May 1985 and was adopted into service the same year, replacing the outdated DF-3 missile. It was the first ballistic missile of the Second Artillery Corps with the ability to be launched tactically. The DF-21 missile uses a two-stage solid-fuel rocket motor, has a length of 10.7 m, a diameter of 1.4 m, a launch weight of 14,700 kg and a warhead payload of 600 kg, capable of carrying one nuclear warhead with a yield of 250 kt.
